In terms of paid links and penalisation, it's more likely the links just count for nothing because otherwise competitors could submit your site to link farms and thus get you penalised. That leaves the fact that it's more exposure - people actually seeing your link and perhaps clicking on it, although again, the page your link is on probably gets no traffic.
